Formação de mão de obra, emprego e desenvolvimento regional : um estudo no município de Guaratinguetá - SP

Abstract

Resumo; O presente trabalho teve como objetivo conhecer as expectativas e a demanda de qualificação profissional do mercado de trabalho segundo a visão de profissionais de Recursos Humanos e de empresários. E, em seguida, compará-las com a formação oferecida pelas instituições de ensino superior de Guaratinguetá. Para alcançar este objetivo foi desenvolvida uma pesquisa descritiva, documental e de campo estruturada em duas etapas: na primeira foram entrevistados sete profissionais de Recursos Humanos e gestores, e quatro diretores e orientadores pedagógicos por meio de um roteiro de entrevista semiestruturado. A pesquisadora utilizou como critério a sua acessibilidade, além da importância que as instituições de ensino superior e as empresas representam para a cidade. Na segunda etapa, foram analisados os projetos pedagógicos de duas instituições de ensino superior de Guaratinguetá. Os dados foram categorizados por conteúdo e comparados entre dois grupos de respondentes. Constatou-se que há falta de relacionamento entre as instituições de ensino superior e as empresas. Diversos cursos são ofertados na cidade e, de acordo com os cargos apresentados, supririam a demanda, mas os profissionais de Recursos Humanos perceberam que faltavam questões técnicas na formação, bem como prática profissional. As instituições de ensino superior não fazem uma análise sistematizada do mercado de trabalho e das demandas locais para o planejamento de novos cursos, e, na perspectiva deles, o mercado local absorve, em parte, os profissionais que são formados. Ao final foi possível conhecer e comparar as demandas com a formação oferecida pelas instituições de ensino e traçar um panorama da cidade de Guaratinguetá, fazendo o levantamento do que é ofertado e absorvido.

Abstract: The present study had as objective to know the expectations and the demand of professional qualification of the labor market according to the vision of professionals of Human Resources and of entrepreneurs. And then compare them with the training offered by higher education institutions in Guaratinguetá. To achieve this goal a descriptive, documentary and field research was developed in two stages: the first one was interviewed by seven Human Resources professionals and managers, and four directors and pedagogical guides through a semi-structured interview script. The researcher used as criterion its accessibility, besides the importance that the institutions of superior education and the companies represent for the city. In the second stage, the pedagogical projects of two higher education institutions of Guaratinguetá were analyzed. The data were categorized by content and compared between two groups of respondents. It was found that there is a lack of relationship between higher education institutions and companies. Several courses are offered in the city and, according to the positions presented, would supply the demand, but the Human Resources professionals realized that they lacked technical questions in the training, as well as professional practice. Higher education institutions do not make a systematic analysis of the labor market and of the local demands for the planning of new courses, and from their perspective the local market absorbs, in part, the professionals who are trained. At the end it was possible to know and compare the demands with the training provided by educational institutions and to draw a panorama of the city of Guaratinguetá, making the survey of what is offered and absorbed.
