Empreendimento de irrigação do rio Manuel Alves : impactos no desenvolvimento do município de Dianópolis (TO)

Abstract

Resumo: O Empreendimento de Irrigação do Rio Manuel Alves foi realizado para minimizar as consequências das estiagens relacionadas às dinâmicas climáticas da região, caracterizada por longos períodos de seca que desafiam a principal atividade econômica, a agropecuária, sendo inaugurado em 2008. Assim, este trabalho teve como objetivo identificar os impactos do Empreendimento de Irrigação do Rio Manuel Alves no desenvolvimento econômico, social e ambiental do município de Dianópolis. Justifica-se a pesquisa pela pouca produção científica existente sobre os impactos econômicos, sociais e ambientais após treze anos da instalação do Empreendimento. Ademais, seus resultados poderão contribuir para o monitoramento de políticas públicas e para a sistematização de dados que possibilitem a atualização e a produção de conhecimentos relativos ao município de Dianópolis. O estudo utilizou como procedimentos a análise documental, com abordagem qualitativa e descritiva, a pesquisa exploratória e a análise temática dos dados. Os resultados apontam que não houve impactos significativos no desenvolvimento local com a implantação do Empreendimento de Irrigação do Rio Manuel Alves no município de Dianópolis. Na dimensão econômica, o empreendimento de irrigação não gerou tantas oportunidades de trabalho, não correspondendo à expectativa inicial. Consequentemente, não houve a esperada elevação de renda, necessária para a melhoria das condições de vida dacomunidade local. Conforme os indicadores, no aspecto social houve apenas um crescimento tímido, considerado regular. No que se refere à educação, o empreendimento fomentou, de forma indireta, a interiorização do Ensino Superior e a criação de cursos na área da agricultura, como o Técnico Agrícola e o curso de Engenharia Agronômica do IFTO. Na dimensão ambiental, a pesquisa identificou que, desde a implantação do Empreendimento, houve desmatamento da área com a desapropriação e não foi realizado o reflorestamento. Os resultados apontam que o Empreendimento não efetivou seu potencial, uma vez que a contribuição dos indicadores é tímida. As melhorias identificadas decorreram da implementação de políticas públicas que geraram mais empregos, incentivaram a movimentação do comércio e o aumento da renda das famílias por elas beneficiadas, consequentemente, melhorando a qualidade de vida.

Abstract: The Manuel Alves River Irrigation Project was undertaken to minimize the consequences of droughts related to the climatic dynamics of the region, characterized by long periods of drought that challenge the main economic activity, agriculture and livestock, being inaugurated in 2008. Thus, this work aimed to identify the impacts of the Manuel Alves River Irrigation Project on the economic, social and environmental development of the city of Dianópolis. The research is justified by the lack of existing scientific production on the economic, social and environmental impacts ten years after the installation of the Development. Furthermore, its results may contribute to the monitoring of public policies and the systematization of data that enables the updating and production of knowledge about the municipality of Dianópolis. The study used as procedures the document analysis, with a qualitative and descriptive approach, exploratory research and thematic analysis of the data. The results indicate that there were no significant impacts on local development with the implementation of the Manuel Alves River Irrigation Project in the municipality of Dianópolis. In the economic dimension, the irrigation enterprise did not generate as many job opportunities as was the initial expectation. Consequently, there was not the expected increase in income, necessary for the improvement of the living conditions of the local community. According to the indicators, in the social aspect there was only a timid growth, considered regular. As far as education is concerned, the enterprise indirectly fostered the interiorization of higher education and the creation of courses in the agricultural area, such as the Agricultural Technician and the IFTO Agronomic Engineering course. In the environmental dimension, the research identified that, since the implementation of the Enterprise, there has been deforestation of the area through expropriation, and no reforestation has been carried out. The results point that the Development has not fulfilled its potential, since the contribution of the indicators is shy. The improvements identified resulted from the implementation of public policies that generated more jobs, stimulated trade and increased the income of the families benefited by them, consequently improving their quality of life.
